In episode 5 of the State of the State podcast, we look at moral luck. In the context of the law, moral luck is the notion that chance outcomes can play a significant role in how one is treated — think of the different punishments for attempted murder versus actual murder.

For the second time in as many weeks, the Illinois House today held a special hearing known as a committee on the whole, centered on part of Gov. Bruce Rauner's "Turnaround Agenda" -- this time, centered on what business interests call "tort reform." Critics say it's tort deform.

News Analysis — Imagine two nurses, Jane and Dan, finishing long, overnight shifts at a hospital. Like many medical professionals, their shifts vary from week to week, so they’re not quite used to the nocturnal work pattern. And their jobs are demanding, with lots of walking and near-constant activity. Needless to say, both Jane and Dan are tired. On the way home, their cars approach highway construction sites. By this point, both drivers are drowsy, and have begun to nod off. Neither notices the two flashing arrow signs directing them into the left lane.

  Sixteen police officers from across Illinois were awarded the state's Medal of Honor Friday in Springfield. One officer had previously been honored as state trooper of the year.

In April 2013, State Trooper Brad Williams responded to a five-victim homicide in the tiny village of Manchester, in Western Illinois. Traveling by motorcycle, he chased the suspect for miles, joined by dozens of other officers along the way.

In the end, the suspect stopped his car and shot at police. Williams pulled his weapon and fatally shot the man.

  Families of police officers who died on the job were in Springfield Thursday to honor their loved ones.

Three years and fifty three days. That's how long Pam Robtoy says she's lived without her fiancee, U.S. Marshal John Perry. He was shot to death trying to arrest a fugitive in St. Louis, in 2011.

Robtoy says she still doesn't understand why John was killed, but she finds comfort knowing he died serving others.

"I was supposed to be planning a wedding. I wasn't supposed to be planning a funeral service. There had to be some great reason."
