A Possible Six-Month Budget From Gov. Quinn?

More than a month after he was supposed to outline his financial agenda for the state, Governor Pat Quinn will deliver his budget address this week. He has promised to give a long-term plan as well. But some legislators fear Illinois will go the opposite route and adopt a partial-year budget.

During his budget speech Wednesday, Gov. Quinn will presumably answer the question he has avoided answering for months: what should Illinois do about the temporary income tax increase, set to rollback in January? That's midway through the next fiscal year.

Gay Rights Group To Help Some Republican Candidates

An advocacy group supporting gay and lesbian causes in Illinois is bolstering the campaign funds of two Republican lawmakers.

Equality Illinois' political action committee says it plans to put $150,000 into the campaigns of candidates that support same-sex marriage before Tuesday's primary.

Former House minority leader Tom Cross is among three House Republicans who voted in favor of legislation allowing same-sex marriage in Illinois.

The Oswego Republican hadn't indicated how he'd vote prior to Tuesday when the House approved the bill 61-54. He currently is seeking higher office with a run for Illinois treasurer.

He says in a statement he consulted several people before his decision, including his retired minister father. He says supporting same-sex marriage is consistent with his belief in individual freedom, equality and limited government.

The Illinois House on Friday approved legislation that would let Illinoisans carry concealed firearms. But Gov. Pat Quinn says he'll work to "stop it in its tracks."

The measure is being touted as a compromise by its sponsor, Rep. Brandon Phelps, D-Harrisburg.

"As we all know, after years of debating this issue, it is incredibly difficult, if not darn-near impossible, to come to a middle ground on this issue," Phelps said. "Every legislator on this floor has a different opinion when it comes to concealed-carry policy."

House Rejects Study With Ties To Scientology

The Illinois House on Wednesday rejected an attempt to take a closer look at the field of psychiatry and its role in shaping Illinois law. The sticking point for some lawmakers was a group backing the proposal.

As the field of psychiatry publishes its first new diagnostic manual in more than a decade, it's been attracting a lot of discussion.
