Interview: Jennifer Gill, Incoming 186 Superintendent

District 186 Considers Tax Referendum Possibilities

Springfield's district 186 is struggling to fill a 5 million dollar gap in the budget for the coming school year. A group of parents and community members say they have an answer to supplementing the district's budget: raise property taxes. But passing a referendum will prove challenging. And if it's going to happen, some say efforts to get the word out need to ramp up now.

Jennifer Gill was chosen as the new superintendent for Springfield District 186 after a months-long search. But negotiations have yet to be finalized.   Gill, who currently works for McLean County schools, says the holidays slowed talks, but expects a contract will get done.

District 186 Makes Choice For Next Superintendent

The  Springfield school board is negotiating with a local woman to become the district's next superintendent. 

The board hopes to extend an offer in early January to Jennifer Gill.   Gill has been working the past year as the director of teaching and learning in McClean County district five based in Normal.   Prior to that, she had worked as an administrator in the Springfield School District and was principal at Vachel Lindsey and McClernand elementary schools.

The 44 year old Gill has also taught in the Springfield and Jacksonville School Districts.

NAACP Threatens To Sue District 186

District 186 says it's working hard to hire more minority teachers and administrators. Still, the percentage of minorities in those roles is only half of what it should be according to a decades old desegregation order. And the Springfield branch of the NAACP says it's preparing for a potential lawsuit.

Students Lacking Immunizations Out Of School For 3 Weeks & Counting

About five hundred Springfield students were forced out of the public schools last month for failing to have required physicals and immunizations. The number has since dropped to 87 kids missing classes. The deadline was October 15th. School board member Mike Zimmers says the policy should be changed for next year to have the deadline before school gets underway.

"Parents just need to plan, you know when they start thinking about ... we need to get school clothes or school supplies -- in your mindset just think, we need to get physicals, we need to get shots,” said Zimmers.

District 186 Board Talks Tax Hikes

The Springfield public school board is on the hunt for more revenue. The latest idea is actually one that was tried before. Board vice president Adam Lopez says the district should push again for a one percent sales tax hike. While a parent's group wants a property tax referendum, Board President Chuck Flamini says raising the SALES tax would mean tourists and others coming in to the area to shop would contribute.

 A property tax referendum may be posed to Springfield voters next year, if a group of parents gets its way. The group says it'll campaign on the issue from a grass roots angle, even though board members aren't convinced the timing is right to raise taxes. School board vice president, Adam Lopez, is one who says the board needs to work on other issues first.

'The Matthew Project' Aims To Help Homeless Students

The project, founded by Ann Libri, started simple by collected clothing and school supplies for students growing up in unstable environments. This year, the project is kicking off a pilot program with ten students that will teach life skills and provide meals, tutoring, school supplies, and clothing. Libri says she hopes the project will continue to grow and assist the hundreds of homeless children in Springfield's district 186.

Springfield Public Schools Extend Early Dismissal Through Friday Due To Heat

 UPDATE: (8:15 a.m. Wednesday, August 28)

Interim Superintendent, Robert A. Leming announces that all schools will dismiss an hour early Thursday, August 29 and Friday, August 30, 2013 of this week as a protective measure for students (with the exception of Ball Charter School). The continued cause for concern is the risk of heat related illnesses.

186 Plans Focus Group Mtgs To Aid Search For New Supt.

The search continues for a new superintendent for district 186. So far eight people have applied for the position to head Springfield public schools. The district is currently planning a two day summit later in the month consisting of meetings among the search firm leading the effort, teachers, parents, and other community members. Board member Scott McFarland is helping plan the meetings. He says the search firm hopes to garner more applicants and then narrow down the options based on feedback from the board and the community:

"Sharefest" Brings Make-Overs To Springfield Schools

Called "Sharefest" - this weekend over one-thousand volunteers will gather to tear up carpet, paint walls, and generally improve the appearance of Jane Addams and McClernand elementary schools. McClernand is in the Enos park neighborhood, Jane Addams is on Springfield's north-west side.

Both were chosen to make-over based on the income level of students' families. Last year nearly 90% of students at McClernand came from low-income homes. 67% of students at Jane Addams came from low-income families.

Schools Feed Kids Over Summer Months — For Free

186 School Brd. Discusses Residency Requirement – Reappoints Leming

The Springfield school board continues to discuss a rule on the books that requires administrators to live within district 186 boundaries. Vice president Adam Lopez has adopted the cause, saying the policy should either be enforced, or removed from regulations. It’s his wish to enforce it. But board member Donna Moore questioned the need for the policy:

Time For Goodbyes At Capitol College Preparatory Academy

  School lets out for the summer today in district 186. That means the end of a three year run for a middle school thats closure was hotly debated in Springfield. As the school board took multiple votes on whether to keep the Capitol College Preparatory Academy, or CCPA, open – parents, teachers, and students showed up in droves to fight for their school. But the battle to keep the school that taught grades 6 through 8 open has been lost. Listen to the story:

Dist. 186 Explores Existing Residency Requirement

  Some Springfield public school administrators are violating a policy that says they must live within district 186, according to a new board member. Adam Lopez is the school board’s vice president, he was seated earlier this month. He says he’s heard complaints from district 186 faculty that the policy is not being enforced. Lopez says it’s an issue that should be considered by the new school board, and either enforced or done away with. His personal opinion?

AG Says Springfield School Board Violated Open Meetings Act

 Former superintendent Walter Milton’s separation agreement with District 186 violated open meeting laws, according to an opinion by the state’s Attorney General. The previous school board decided to part ways with Milton during the winter before his contract was up. So, the members approved a severance plan worth over $175,000 and agreed to pay health and dental insurance.

The district has an interim superintendent who took over for Walter Milton at the beginning of April. It’s been debated since then how to go about finding someone to permanently replace him.
