While other agencies are bracing for budget cuts, the Abraham Lincoln Presidential Library and Museum could get everything it's asking for in next year's budget.

ALPLM could receive a boost of $2 million more than it's expected to spend in the current budget year, according to Gov. Bruce Rauner's spending proposal.

merging two ideas from House Speaker Michael Madigan and Gov. Bruce Rauner.

The Illinois Senate this week may vote on a plan to create a "one stop shop" for people wanting to set up businesses in Illinois

The measure would require the state to set up a web site that provides details on the costs and links to the forms and information for setting up a business in Illinois.  Deerfield Democrat Julie Morrison is the sponsor.               

"This will serve everybody from the person who's starting a cottage business in their home to a really large business coming forward with a lot of employees," said Morrison.

Gov. Bruce Rauner says he choose to award business tax credits to uphold Illinois' trustworthiness with companies, but the Republican's critics are calling it "beyond the pale."

Social service organizations are still reeling from the unexpected news they received a week ago that Gov. Rauner was immediately cutting off their state grants. No longer would there be money to bury the indigent. Funding for The Autism Program, eliminated. Funding stripped from addiction prevention. Cuts totaling $200 million.

Rauner's office Friday said Andria Winters of Chicago would be replacing Dan
Seals as the department's assistant director.
 
Winters' husband, Aaron, is Rauner's deputy chief of staff for policy.
 
Andria Winters previously worked at Motorola Mobility. Like her husband, she is
a former aide to U.S. Sen. Mark Kirk and served on Rauner's transition team.

  Illinois' economy was slow to feel the effects of the Great Recession, and has been slow to recover from it. The state's Department of Commerce and Economic Opportunity is submitting a five-year plan to the General Assembly, with suggestions for business growth ... and more state spending.

DCEO's blueprint includes measures that stalled in the legislature this spring, including raising the minimum wage to $10-dollars an hour, doubling a tax credit for the poor and investing in major infrastructure.

  One of Illinois' main tools for attracting and retaining companies in the state would get a revamp under a plan unveiled yesterday by the Speaker of the Illinois House. It drew immediate criticism from business groups.

More than 700 companies have what are known as EDGE tax credits, given in exchange for keeping, or creating new, jobs.

House Speaker Michael Madigan says his aim in changing it is to "insure that he program is being run in a way that benefits both the recipients and the taxpayers of Illinois."
